Ukrainian President Volodymyr Zelensky States Absence of Explicit Defense Guarantee from Allies

President Zelensky has stated that Ukraine's partners in Europe have failed to provide sound guarantees that they will protect his country in the case of a future Russian attack.

"I continue to pose this critical question to every one of our allies and I have not received a definitive and straightforward response yet," he stated to the press on midweek.

These remarks follow a day after the UK and France signed a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is agreed.

However, full security guarantees have yet to be solidified. The US, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a pledge at discussions held in the French capital on Tuesday.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which involved some three dozen nations that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron later said a significant number of soldiers may be sent.

Partner nations suggested that the US would assume a leading role in monitoring a truce. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

Moscow has not yet commented on the declaration made in the city of Paris.

President Putin initiated a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the joint statement as "a vital part of our dedication to support Ukraine for the long-term".

He added: "It establishes the pathway for the legal framework under which allied military personnel could operate on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's military for the future."

The Ukrainian leader praised that accord as a "huge step forward".

A day later, however, he appeared less optimistic.

"I see the will, the political resolve, and that the partners are ready, and the partners are ready to give us strong sanctions, strong security guarantees," he said when asked if nations in Europe would come to Ukraine's aid.

"However, until we lack such security guarantees - formally ratified, supported by parliaments, backed by the U.S. Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

The Paris talks were also notable owing to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

One envoy stated the participating countries "mostly completed" their work on finalizing security arrangements.

Last week, Zelensky said a settlement was "ninety percent complete".

Questions of land and defense pledges have been at the forefront of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukrainian troops must withdraw from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to conclude hostilities.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an agreed point - but provided that Russia reciprocated the action.

Russian forces now holds about three-quarters of the Donetsk region, and some 99% of the neighbouring Luhansk. The pair of oblasts form the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - with a focus on power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
